The ryu bugyo is an unnamed non-playable character in Final Fantasy XIV. She is one of the delegates who came from the Far East to Eorzea during the Heavensturn in 2024.

History

The ryu bugyo introduced to Warrior of Light the mascot Ryunosuke, a chocobo chick dressed in ryu costume, who is trying to entertain a girl. However, the mascot doesn't attract the girl's interest. While the bugyo and Warrior of Light talk about the problem, the girl leaves and Ryunosuke follows her. The ryu bugyo and Warrior of Light search for the girl and the missing mascot. They discovers that the girl's name is Sibly and that she fears for the safety of her merchant father, who will soon embark on a long journey to Hingashi. Eager not only to reunite with Ryunosuke, but also to explain the meaning of her costume, the bugyo sets off for the Agelyss River, in the Middle La Noscea, where the girl is believed to be.

The pair find Sibly on the riverbed with Ryunosuke by her side. The girl apologizes for causing trouble, but before she can leave, the bugyo brings up the subject of her father and his impending trip. Sibly explains that, because Llymlaen wasn't chosen in this Heavensturn, she thought she could pray to a deity in the Far East to keep her father safe. So she sought out the bugyo, only to discover that she was too focused on her own mission to listen to her. Reflecting on her mistake, the bugyo takes inspiration from Ryunosuke and tells a new story about a ryu to give comfort to Sibly.^[1] The ryu bugyo tells a story about Seiryu, one of the Four Lords of Far Eastern myth. According to the tales passed down through the bugyo's lineage, Seiryu was a deity who possessed mastery over water, which he used to help mortals by quelling storms and calming the seas. The existence of such a benevolent being serves to reassure Sibly.

With his task satisfactorily accomplished, the bugyo returns to Limsa Lominsa. Hoping to continue their draconic discussions, the bugyo was eager to try to get close to the locals once again. With the help of the Warrior of Light, they inspired the residents of Limsa Lominsa to take an interest in the ryu. Sibly shows up and introduces her father, who thanks her for everything they've done for Sibly.^[2]

With the use of third-party tools, it is possible to observe that the ryu bugyo shares the exact same appearance characteristics as the uma bugyo, suggesting that they may be the same delegate. However, there is no in-game evidence that confirms this connection.
