Mechanics

Deals unaspected damage with a potency of 150 to target and all enemies nearby it
Inflicts Carnal Chill for 6 seconds, lowering target's damage dealt by 40%
Enhanced Carnal Chill: Shortens recast time to 60 seconds
Enhanced Carnal Chill II: Increases potency to 180
Enhanced Carnal Chill III: Increases damage penalty to 60%

Enhanced Carnal Chill: Shortens recast time to 120 seconds. Enhanced Carnal Chill II: Increases potency to 180. Enhanced Carnal Chill III: Increases damage penalty to 20%.
Patch 3.25	Recast time reduced from 150 to 120 seconds. Enhanced Carnal Chill recast time reduction changed from 120 to 90 seconds.
Patch 3.26	Recast time reduced from 120 to 90 seconds. Enhanced Carnal Chill recast time reduction changed from 90 to 60 seconds. Target damage penalty increased from 10% to 40%. Enhanced Carnal Chill III target damage penalty increased from 20% to 60%. Duration of the target damage penalty reduced from 20 to 6 seconds.
